ALERT: Proposed Event Center, JK Land Holdings, LLC

JK Land Holdings, LLC (Charles S. Kuhn) (“JK”) has asked the County of Loudoun for a legislative minor special exception (“MSE”) (LEGI-2025-0022) to construct a commercial banquet/event facility on currently undisturbed rural land accessed on the western portion of Paxson Road (see map below). The JK property is zoned Agricultural Rural – 1 and is subject to a conservation easement held by the Land Trust of Virginia (LTV). 

JK’s planning map (right) shows the proposed 7,200 square foot facility will feature a 245-person banquet hall, one or more bars, kitchen areas, and a 100-car parking lot. The JK proposal indicates that an average of 250 vehicles will enter the facility through Paxson Road per week. The event center can be open all week and can host corporate events and weddings on Friday, Saturday, and Sunday, 7 a.m. to midnight.

According to JK’s proposal, the banquet/event center will “help generate revenue to offset the increased cost of farm operations and food production” for The JK Community Farm. It also states that “[t]he ability to host private events such as corporate functions and weddings will … offer opportunities for those that acknowledge the importance of feeding others to hold their events in a location that respects the rural area and contributes to a life-sustaining cause.”

FPA opposes this project since it is inconsistent with the conservation easement and because it will produce major negative impacts to the rural environment in the Paxson-Airmont region. FPA has written two letters to LTV, the easement holder, opposing the project and asking LTV to disapprove it. LTV has not yet approved JK’s proposal, nor has it responded to FPA’s requests.
